Aligning Moldova with EU Tobacco Traceability Standards
The Republic of Moldova is on a defined path towards EU accession, with active alignment of national legislation to the EU acquis. As part of its National Action Plan for EU accession (2025–2029), Moldova has committed to transposing EU tobacco traceability requirements into national law.
Moldova acceded to the Protocol to Eliminate Illicit Trade in Tobacco Products (WHO FCTC) by Law No. 61/2022. Following this, the national regulatory framework was significantly upgraded through amendments to Law No. 278/2007 on Tobacco Control and the adoption of Government Decision No. 247/2025, which established the national traceability system for tobacco products manufactured or imported on the territory of Moldova. This Decision entered into force on 21 March 2026.
A further Government Decision (2026) is now being finalized to adopt the Technical Regulation on the main elements of data storage contracts, partially transposing EU Delegated Regulation 2018/573. This Decision will be repealed upon Moldova’s full accession to the European Union.

National Traceability System: How It Works?
The Moldovan national traceability system for tobacco products is designed and operated by the Public Institution “Center for Information Technologies in Finance” (CTIF), designated by Government Decision No. 247/2025 as the developer, holder and operator of the national information system for data storage.
Every manufacturer or importer of tobacco products must conclude a data storage contract with CTIF and report all required traceability events through the national system. The Customs Service of Moldova acts as the enforcement authority, monitoring compliance with traceability obligations for imported and domestically manufactured tobacco products.
